[ISEA2008] Panel: ASEF, IFACCA & ISEA2008 — Mini-Summit on New Media Arts Policy & Practice

Panel Statement

In-Conjunction Session

The Asia-Europe Foundation (ASEF) and the International Federation of Arts Councils and Culture Agencies (IFACCA) are co-hosting a mini-summit on government support for new media arts practice, bringing together senior managers from the new media arts divisions of government agencies to share experiences and challenges, and allow these decision-makers to connect with new media artists and experts from the sector. Crucial questions that will be covered include: How can governments develop better support for new media? What are good practices? What do artists think about new media policies and the key issues for improving government support? What in general should we be looking at for policies in the next five years? What are recent developments in the sector and projected future developments? What are the influences of other sectors?
Since 2003, ASEF has been promoting exchange between new media artists in Asia and Europe through the Art Camp series with a different focus for each camp. This Mini Summit will reflect upon the past projects, and in particular, identify how these artists exchanges relate with the realities of support or governmental policies towards new media practices in the different ASEM countries.
The Mini Summit gathers senior government representatives, artists, researchers and policy-makers for a three-day dialogue on different artistic practices in different Asian and European countries. The Mini Summit intends to distill key tenets of the discussions to convey as policy recommendations on New Media Art. This is part of a continuous contribution to the development of a vibrant and dynamic international digital arts community endowed with opportunities and structures for international collaborations, industry partnerships and artistic expression.
In close cooperation with the International Symposium on Electronic Art (ISEA2008), the Mini Summit encompasses crucial topics such as: ambient intelligent, location-based media, iterative design cycles, academic research and creative communities, open source and open networks, the role of small independent new media labs, media education, and the relationship between media and civil society.
