Abstract

24 hours live on the frequencies of many radio stations in Australia, Canada, Europe, Scandinavia, Russia and Israel. In the Internet and at the network intersections in Athens,

HORIZONTAL RADIO was a telematic radio network project, that took place simultaneously at different locations, in different media and on different frequencies and band-widths. The starting point was the analogue cable and broadcasting network of the EBU (European Broadcasting Union), which served as a primary telematic sphere of action and was connected in several cases to independent radiostations or interfered with by pirate radio. Linked to this network was the Internet, which served as a medium of access and distribution beyond the broadcasting range of the participating radio stations but also in some aspects as a possibility to influence the broadcasts.

A co-production between the Ars Acustica experts group of the EBU (European Broadcasting Union) and TRANSIT KUNSTRADIO (Austrian National Broadcasting Corp.) and the Ars Electronica Fesfival’95. 

• Heidi Grundmann (Austria) is a cultural reporter, art and theatre critic, editor and programme producer at the ORF (Austrian National Radio/TV) for over 20 years, she created, curates and produces Kunstradio Radiokunst (original artworks for radio). A founding member and president of Transit , a non-profit association for the production of cultural projects in the public space of the electronic media. She was also involved in the realisation of Horizontal Radio, a June 95 worldwide radio Internet project. She lectures and writes on new media and has organised and curated many symposia and exhibitions related to art practice in the electronic media, especially radio and TV. She is on the advisory panels concerning visual arts of the Austrian Ministry of Culture and on the music jury of the DAAD, Berlin. She is at present chairperson of Ars Acustica International, the EBU (European Broadcasting Union) experts group on radio art.
• Gerfried Stocker is an independent artist whose work focuses on human-computer interaction ond cultural aspects of technology. ln 1991, Stocker co-founded xspace, a team of artists and engineers (Fuchs, Hess, Maierhofer, Reinisch, Schitter, Schmiederer ond Szylagi) motivated towards the realization of interdisciplinary projects using multimedia systems, robotics and telecommunication systems. Since 1992, they have exhibited their artwork on the World Wide Web and at all the major venues in Europe and America (Sevilla, Kassel, Bonn, Lugano, Cologne, Venice, Minneapolis, Los Angeles, Orlando, Helsinki) and taken part in the majority of the ISEA symposia.
